The U.S. Senate has passed President Donald Trump’s massive tax and spending proposal, dubbed the “Big, Beautiful Bill”, after nearly 48 hours of debate and amendment voting.

The controversial legislation now heads to the House of Representatives for final approval, with the clock ticking toward Trump’s self-imposed July 4 deadline.

The sweeping bill includes approximately $4.5 trillion in tax cuts, aiming to make Trump’s 2017 tax cuts permanent. It also significantly boosts spending on border security, the military, and domestic energy projects, while slashing funds from programs like Medicaid and SNAP (food assistance).

Key provisions include:

  • Raising the SALT (State and Local Tax) deduction cap from $10,000 to $40,000 for five years
  • Deductions for overtime pay, tips, and car loan interest (if the car is made in the U.S.)
  • Increasing the child tax credit from $2,000 to $2,200
  • $46 billion for expanding the U.S.-Mexico border wall
  • Funding 100,000 new migrant detention beds and hiring 10,000 new ICE agents
  • Cuts to Medicaid and food programs, projected to leave 11.8 million more uninsured by 2034

The Congressional Budget Office estimates the bill would add $3.3 trillion to the national deficit over the next decade.

The bill narrowly passed in a 51–50 vote, with Vice President JD Vance casting the tie-breaking vote. All 47 Democratic senators opposed the bill, alongside three Republicans, Susan Collins, Thom Tillis, and Rand Paul, who cited concerns over healthcare cuts and fiscal impact.

Senator Lisa Murkowski of Alaska was a crucial swing vote, secured by Alaska-specific provisions such as delayed nutrition cuts and a rural health fund.

Murkowski told NBC News:

“I have an obligation to the people of the state of Alaska, and I live up to that every single day,”

Supporters like Senate Majority Leader John Thune hailed the bill as a legislative victory. he said:

“In the end, we got the job done, and we’re delighted to be able to be partners with President Trump and his agenda.”

Trump, ecstatic at the news, told reporters:

“Wow, music to my ears. It shows that I care about you.”

Democrats slammed the legislation as a massive giveaway to the wealthy, arguing that it sacrifices healthcare and food aid for vulnerable Americans.

Senate Majority Leader Chuck Schumer said:

“Today’s vote will haunt our Republican colleagues for years to come, Republicans covered this chamber in shame.”

Critics also point out that while the bill cuts clean energy incentives, it continues to favor high earners. According to Yale’s Budget Lab, low-income Americans would see their incomes fall by 2.5%, while top earners gain 2.2%.

Healthcare advocates warn the bill could push millions off insurance and increase emergency room costs, while environmental groups decry the rollback of green energy tax breaks.

What’s Next?

The bill now goes to the House Rules Committee, which will determine how it’s debated on the House floor. If the House approves the Senate’s version, the bill goes to President Trump to be signed into law.

If not, the chambers may negotiate through a conference committee to reach a compromise version.

While Trump wants it passed before July 4, he acknowledged the timeline may be ambitious:

“It’s going to be very hard to do, but we’ll try our best.”
