Cindy Rodriguez-Singh, a 40-year-old Texas mother long sought for the disappearance and suspected murder of her son, Noel Alvarez, has been finally captured.
Her arrest in India brings a dramatic close to a nearly two-year international manhunt, during which she had evaded U.S. authorities and remained a fugitive.
A Child Missing and a Mother on the Run: The FBI Finally Has Answers
Noel Alvarez, then six years old, had been missing since October 2022. His mother, already a mother of seven, had told police that her son was living with his biological father in Mexico.
Two days later, she fled to India with her husband and six other children—Noel was noticeably absent. Authorities quickly upgraded the case from a missing child investigation to a death investigation.
FBI’s Ten Most Wanted List and $250,000 Reward
In July 2025, Rodriguez-Singh earned a spot on the FBI’s Ten Most Wanted Fugitives list.
The agency offered a $250,000 reward for information leading to her capture—the highest level of national law enforcement focus. This intense public attention was a turning point, dramatically raising the stakes in the hunt for Noel’s alleged killer.
Suspicions of Abuse and Dark Allegations
Before her disappearance, multiple family members and medical professionals had expressed concern over Noel’s welfare—he appeared malnourished and neglected, and witnesses reported that his mother believed he was “possessed” or “evil.”
Amid these concerns, cadaver dogs later alerted investigators to possible remains buried under a concrete patio at the family residence—although no body has ever been found.
Arrest and Extradition by the FBI
Working in coordination with INTERPOL and Indian law enforcement, the FBI located Rodriguez-Singh in New Delhi, India. She was swiftly arrested, extradited back to Texas, and booked into Tarrant County Jail, where she now faces serious charges, including capital murder and unlawful flight to avoid prosecution.
Her bond has been set at $10 million, reflecting the gravity of the accusations against her.
Community Relief and Pursuit of Justice
Neighbors in Everman, Texas—a small city near Fort Worth—expressed a collective sigh of relief following her arrest. Many described the community’s heartbreak after Noel vanished, and expressed hope that the arrest might at last provide answers and justice.

Meanwhile, investigators are expected to renew their search for Noel’s remains and explore Rodriguez-Singh’s motives and actions.
A Case That Spanned Borders
This case underscores how transnational cooperation and public vigilance can bring even the most elusive criminals to justice.
With her arrest, authorities can now move forward toward both uncovering the truth behind Noel’s disappearance and beginning the trial process.
