Kim Jong Un, who spent his youth in Wonsan, aims to make it a symbol of prosperity. He attended the grand opening on June 24, joined by his daughter Kim Ju Ae and wife Ri Sol Ju.
This resort was originally planned for completion in 2019 but faced years of delays, worsened by the COVID-19 pandemic. The project signals Kim’s interest in diversifying the nation’s image and income. Yet North Korea remains heavily sanctioned, with most resources focused on weapons and military infrastructure rather than public welfare.

Although the resort opened to domestic tourists on July 1, the government has not confirmed when it will accept foreign visitors. Western tourism remains limited, with only brief access granted earlier in 2025 to citizens from countries like the UK and France. That access was quickly revoked without explanation.
Some agencies express doubt about the resort’s international appeal. They say tourists still prefer iconic locations like Pyongyang or the DMZ. However, others believe the unusual nature of the resort could attract those seeking rare travel experiences. The government claims the resort represents a “new era” in North Korean tourism.
Global Tourism Prospects for North Korea’s New Beach Resort

Tourism in North Korea has long centered on visitors from Russia and China. These countries still maintain closer ties with Pyongyang, even as the West imposes harsh sanctions. Some expect Russian tourists to be the first foreign guests at the new resort, especially with diplomatic relations strengthening.
The resort’s launch also coincides with broader cooperation between Russia and North Korea. The two nations reopened a direct train line in July 2025, after a five-year pause. North Korea has even sent troops to aid Russia in its war in Ukraine, deepening their alliance. Still, international tourism to the region remains doubtful.
