The unsealed evidence centers on Omar al-Bayoumi, a Saudi national the FBI believes was tied to Saudi intelligence.
In 1999, Bayoumi recorded a video in Washington, D.C., showing key landmarks like the U.S. Capitol and the Washington Monument.
He narrated the footage, pointing out entrances, exits, and security posts at the Capitol. At one point, he mentioned a “plan” and said he would “report in detail” about the sites.
This video was filmed just months before al-Qaeda leaders finalized their targets for the 9/11 attacks, which included the Capitol as a likely target for United Flight 93, which crashed in Pennsylvania after passengers fought back.
Former FBI agents, like Richard Lambert, who led the initial 9/11 investigation in San Diego, believe this video is not a tourist’s keepsake.
They argue it shows Bayoumi gathering information for a possible attack. The timing and his comments make it hard to see it as innocent, they say.
Yet, Saudi Arabia insists Bayoumi was just a student with no role in the attacks.
Ties to the Hijackers

Bayoumi’s connection to the 9/11 hijackers adds more weight to the suspicions. He had close ties to two hijackers, Nawaf al-Hazmi and Khalid al-Mihdhar, who lived in San Diego before the attacks.
Bayoumi helped them settle in the U.S., signing a lease for their apartment and hosting a welcome party.
FBI reports from 2022, declassified after years of secrecy, suggest Bayoumi may have known about the 9/11 plot. One report even gave a “50/50 chance” that he had advance knowledge of the attacks.
Another piece of evidence is a sketch of an airplane found in Bayoumi’s apartment after 9/11. It included a mathematical equation that experts say could help a pilot calculate a descent to hit a target.
This discovery, along with the video, has left investigators like Danny Gonzalez furious. He learned about these items years after his work on the case, feeling that critical clues were kept from field agents.
Why Was This Hidden?

The biggest question is why this evidence stayed secret for so long. The video was found by British police in Bayoumi’s apartment in 2001 and handed to the FBI.
Yet, it wasn’t shared with key investigators or even the FBI’s Joint Terrorism Task Forces. Some wonder if the FBI missed it, while others suspect it was deliberately withheld.
The 9/11 families, who pushed for the evidence to be unsealed through their lawsuit against Saudi Arabia, are frustrated. They believe the truth about possible Saudi involvement has been buried for too long.
